Economic Foundations
Clusters thrive when they are nourished
by a healthy and responsive support system. We call that support system
our "economic foundations", which ranges from government policy to education
to infrastructure provided by the public and/or private sector.
We shape and are shaped by our economic
foundations in the Calgary Region. Economic foundations are our competitive
advantages in a global economy. While some competitive advantages like
relative location are fortunes bestowed on us, the work we do to build
and nurture a support system for economic clusters we want to enhance
defines the Calgary region's strategic advantages.
We can't influence the fact that regions
drive the global economy and that clusters drive regional economies. However,
we can influence the ability of economic clusters to grow and prosper
by creating distinct regional advantages for these clusters, and collaboration
enables creation of competitive advantage.
Seven economic foundations will be evaluated
in the diagnostic phase of C-Prosperity via an extensive interview process:
- Technology:
Discovery, Development, Deployment
- Human Resources:
Preparation, Advancement, Renewal
- Finance:
Initiation, Expansion, Restructuring
- Physical:
Mobility, Operations, Sites
- Information:
Bandwidth, Connectivity, Services
- Business Climate:
Tax, Regulation, Administration
- Quality of Life:
Housing, Health Care, Recreation
Cluster working groups will use the foundation
assessment to develop action plans for cluster development. "Flagship"
initiatives that impact many or all clusters will also respond to opportunities
or challenges presented by the assessment. The breadth of these foundations,
which weaves many threads in a community development fabric, implies and
seeks broad participation in cluster development work.
