Calgary Inc. with Calgary Convention & Visitors Bureau and
Calgary Technologies Inc. desire to partner with a firm to conduct
a review and provide recommendations in streamlining administrative
functions, financial services, and facilities management within
the three entities.
Background
In 1998-99 The City carried out a major review of the promotional/economic
development agencies that it was funding. The main goal of the review
was to find out whether The City's investment in this area was producing
the best results.
Issues that were identified during the process:
- Lack of a broad community wide vision.
- Growing need to balance economic prosperity and quality of life
- No overall strategy to ensure Calgary's continued and sustained
improvement.
- Narrowly focused economic development activity
- Minimal coordination of efforts between agencies
- Minimal focus on the retention and growth of indigenous businesses.
- Lack of performance measurement
- Limited attempts to forge relationships with the private sector
in Calgary.
- No mechanism to identify the variety of issues that will have
an affect on the continued well being.

for Proposals: Industry Cluster Development
One of the key roles of Calgary Inc. is to create a strategy to
ensure the competitive position of Calgary for the future. To achieve
this Calgary Inc. has recently completed a "Community Strategy for
Sustainable Prosperity". This strategy is available for down loading

A key component of this strategy is the development and implementation
of an Industry Cluster Strategy. Calgary Inc. is interested in receiving
proposals from qualified consultants to undertake this significant
initiative.
Preliminary work has identified an initial set of clusters within
the Calgary region. These include Oil & Gas, Information & Communications
Technology, Logistics, Value-added Agriculture & Food Products,
Wellness, Arts & Culture and Tourism. A cluster strategy looks at
more than related companies that traditionally form an industrial
sector. The analysis should look not at just local competitive and
complementary industries, but also the network of suppliers, customers,
educational institutions and other elements necessary for the cluster
to flourish. The process should pay particular attention to the
intersection of traditional clusters, as these may offer the most
promising opportunities for the future.
Specific elements that submitted proposals must also address are
as follows.
Please provide proof of background and experience with similar
work.
Please provide details related to the skills and background of
each member of the consulting team that will conduct the work.
Please provide expected time lines to complete each phase of the
work.
Please provide evidence of the results of implementation in similar
circumstances including the specific benefits realized by industry.
Please identify which research and analytical methodologies will
used, and in what circumstances.
Please identify how existing research and information will be utilized.
Please indicate how you will benchmark Calgary against other regions,
cities and countries.
Please indicate how you would define the appropriate region.
Please specify the work that you expect to be done by Calgary Inc.
or other elements of the community.
Please indicate how your work will link Calgary's "Community Strategy
for Sustainable Prosperity".
Please identify the process that will be used to engage other stakeholders
through out the process.
The following deliverables are expected
A more collaborative / innovative community.
Industry buy-in.
Gap analysis, for each cluster.
Flagship initiatives that apply to all clusters.
Analytical deliverables - what is the cluster, how big is it,
who are the players, etc.
Information deliverables - data, growth rate, size, benchmarks,
etc.
Process deliverables - lead and guide the formation of the clusters,
develop timelines and schedules, on-going communications with stakeholders,
develop a mechanism to ensure continuation after the contract, etc.
An Implementation strategy that is do-able.
A consultative process that provides training and education along
the way.
A structure to carry on after the contract ends.
Please submit 6 complete copies of your proposal, qualifications
and references. Each proposal should include a detailed, phased
project plan indicating the resources that will be required for
each phase. Please identify the source of the required resources:
the consultant, Calgary Inc., or some other community player. Finally,
please indicate the fixed price of the project as well as provide
an estimate of the expected out of pocket expenses.

Calgary Inc. is responsible for marketing the city of Calgary.
Having up to date, quality photos of Calgary is essential to market
it effectively both now and in the future.
Proposals are being solicited to create and design a photo library.
Calgary Inc.'s primary objectives in creating this library are:
To enhance Calgary's position by having the most up to date
visuals on the community that will be accessed by a wide variety
of organizations within the community
To position Calgary Inc. as the number one location for accessing
excellent, diverse, top quality photos of Calgary.
To shoot and own up-to-date photos/slides that portray Calgary
as a diverse, fun, western, business, progressive, safe, clean,
cosmopolitan community with integrity.
To develop a process to categorize the photos
To develop a process to generate revenue from the sale of
the photos, and to create a revenue stream to update the photos
when required
To distribute Calgary photos as widely as possible, with minimal
"red tape"
